consigned to firms in China and Siam which

are not on the White List;

(b) consigned to firms in Persia, Norocco,

Japan and Dutch East Indies, appearing on the Black

Lists;

(0) consigned by such Black Listed firms to all

destinations;

if the goods mentioned under these headings are

brought in for transhipment by British or Allied

Tessels.

With regard to goods discharged from neu-

tral vessels for trenshipment to or from firms named

under (a), (b) or (c) they should not be allowed to proceed under exportation prohibition arrangements

and you should issue a notice without delay stating

that transhipment facilities will not be granted to goods shipped by or to enemy firms or their inter-
